Globally, it is understood as environmentally sound management of chemicals, taking all possible steps to ensure that chemicals and hazardous wastes are managed in a manner that protects the environment and human health against the harmful effects can be derived from them. Chemicals play a central role in the process of economic development in Honduras. The use of chemicals is widespread in all economic activities. There has been no strategic planning control and prevention based on the life cycle of chemicals. Today is socialized Policy for Environmentally Sound Management of Chemicals and its inclusion in the Vision Plan Country and Nation. Scientific studies worldwide show that there is a high risk to health and environment associated with the use of these products if they are not properly managed throughout its lifecycle. Goods and services which the country depends, such as industrial, agricultural, mining and other natural resources, involving the handling of chemicals and waste, which if are not managed responsibly can have detrimental effects on the environment and human health. Therefore, in the absence of proper management of the risks associated with these products, the country should face significant social and economic problems or even impossible to correct. Recognizing these chemical hazards, the country has signed international conventions and adopted strategic approaches to achieving the goal of the Johannesburg Plan of Implementation (2002) adopted at the Summit of Sustainable Development, which set a goal that by 2020, the chemicals are used and produced so as not to cause harmful effects on human health and the environment. Since 2006, under the Project "Assistance to the Government of Honduras to fulfill its obligations under the Stockholm Convention for the Management of Persistent Organic Pollutants (POPs)" called POPs NIP Project, Honduras began a process of development of national inventories on certain chemicals in conjunction with the National Profile for Chemicals Management and Evaluation of National Capabilities Chemicals identified the need for a framework instrument binding level policy for the environment sector. Honduras has joined the Strategic Approach to International Chemicals Management (SAICM, for its acronym in English). Currently running projects "Capacity Building of Management and Reduction of Persistent Organic Pollutants in Honduras 2011-2015 (POP 2)" to "Inserting the Environmentally Sound Management of Chemicals in the National Plan 2011-2013 (SAICM 2) ", and" Design of a release and transfer register (PRTR) to Honduras 2011-2013. The Department of Natural Resources and Environment (SERNA), under the leadership of the Center for Study and Control of Contaminants (CESCCO) drives these projects with broad participation of other government departments, private sectors, universities, civil society organizations, professional , municipalities and associations. Both the policy for the Environmentally Sound Management and its inclusion in the National Plan, as the National Chemical Agenda and its projects is to contribute to Honduras to comply with its obligations under both the Stockholm Convention, Rotterdam, Basel and SAICM initiative, PRTR, and legal and technical instruments generated for environmentally sound management of chemicals for life cycle approach, with emphasis on the protection of human health and the environment.
